Archives are synced from downloads, but only daily, so a new release manager
that needs to update KEYS is unnecessarily delayed. The presence of a key in
the KEYS file on downloads.apache.org prior to uploading release ensures that
the key will exist on the archives no later than the release since both will
get synchronized at the same time (worst case)
