You're right, I tested it without the change to SearchHandler and it works. I
wasn't seeing that parameter being distributed, and now I can't understand why
that happened. Possibly, I was looking at the wrong place.

https://github.com/apache/solr/pull/2596 – I've tentatively updated it to
include the change in the default i.e. disabled by default.
