SOLR-16824: Backport single dash arguments migration (#2618)
* Broad array of improvements to nudge users from single dash to mulitple dash
usage.
* Fixes many places in the code where both single dash and double dash needed
to work for backwards compatiblity.
* Many of these fixes apply ONLY to the code on the 9x line that are deprecated
and removed from main.
