Eric Pugh resolved SOLR-16829.

Resolution: Fixed
This is done now that the zk args parsing has been completed in main. The
remaining help docs are for start, stop, and restart, and they have some
platform specific aspects, so it probably makes sense (for now) to leave those
as is, and call this good.
