I found the issue in Lucene. It was caused by some changes to improve gradle
build speed applied early last year.
The Lucene issue is: https://github.com/apache/lucene/issues/13695
Fix is: https://github.com/apache/lucene/pull/13696
I can merge the change to Solr to fix the issue. Actually the speed
improvements by the broken build improvements are marginally. IMHO: Creating
the output file may spend more time than the whole check.
