@janhoy Since this PR got merged I have multiple tests that fail on Windows
with `access denied ("java.io.FilePermission" "<<ALL FILES>>" "execute")`.
I'd like to see the security manager being removed in `main`, but the issues
will still be present in `branch_9x`, so we should address them.
