My comment is about the code, not API. We don't need BOTH
`ClusterStatus#fetchClusterStatusForCollOrAlias` and ColStatus.java. But hey,
I say this without diving into the details; you may see a problem with
eliminating fetchClusterStatusForCollOrAlias
