Looks like there's already some ongoing discussion on these "user-specified" 
MODIFYCOLLECTION properties, and how to unify them with collection-properties 
in SOLR-16305.

So this ticket should probably be "on hold" until the SOLR-16305 discussion 
reaches a consensus.
