Creating and deleting solr cores and collections is a common operation. OTEL
instruments created from a SdkMeterProvider are immutable. To create and delete
metrics from collections and cores, we need to create a dedicated
SdkMeterProvider for each solr core similar to how Dropwizard currently uses
registries and "deregister" them.
