Since it sounds like a 9.9 release is likely to happen this week, and we have no yet been able agree on what the SolrJ is currently doing (let alone have a discussion about what it _should_ be doing) I change the default value of {{SOLR_JETTY_GRACEFUL}} in {{bin/solr}} to false, out of an abundance of caution to avoid impacting existing users.
