URL: https://github.com/apache/solr/pull/3450

   https://issues.apache.org/jira/browse/SOLR-17672

   # Description

To follow a unified code format for kotlin sources, we can configure
spotless to check and format the new Kotlin module (Admin UI).

   # Solution

The PR configures spotless to use ktlint for formatting any project that
uses the kotlin multiplatform plugin. It adds additional rules for Compose,
since it follows a slightly different code style and recommendations.

   With `./gradlew tidy` any `.kt` and `.kts` file from a Kotlin multiplatform
module can be formatted.

   # Tests

Manually tested, since it has to do with Gradle configurations.
