Oh wow that's crazy flaky. I'll look into it and fix it.
As for bug/improvement. This very much feels like a bug with an easy fix to me,
since it certainly wasn't the original idea to not support PULL replicas with
this URP. And since the fix is fairly safe (tests not withstanding), I think
including it in 9.9.1 (if it ever comes out) is reasonable.
But I'm happy to revert on branch_9_9 if others disagree.
