Summary: Introduce Collections Management UI

The collections and its sub-resources (shards and replicas), but also the
alises, are key resources of Solr. The Collections section in the new UI covers
their representation and management.
h2. Scope
The scope of this ticket is the implementation of the
[Collections|https://www.figma.com/design/VdbEfcWQ8mirFNquBzbPk2/Apache-Solr-Admin-UI-v2-Concept?node-id=87-12962&t=yxFihPpG3r7FXACm-1]
section. The section is split into two visualization options, the nested grid
view and the table / list view. Both are covered by the scope of this ticket.

- The user can manage collections
- The user can manage aliases
- The user can manage collection shards
- The user can manage shard replicas
h2. Additional Information
Developers should focus on and use sub-tasks for implementing each part of this
section's screen, as it would otherwise be too many changes and details
required to be reviewed at once.
