Bit of churn for the CHANGES.txt entry - I initially targeted 9.10.0 for this
change but then flip-flopped and decided to backport it to branch_9_9 as well,
as not loading jars from <install_dir>/lib contradicts the ref-guide advice and
is a pretty clear bug. So had to move my initial (incorrect) CHANGES.txt entry
into the 9.9.1 section.
