Question is whether to remove it from main now, or to wait right before the
11.0 release, in order to allow for more similar behavior across main and 10x.
Most PRs won't be affected, but if we remove in main now, there will be cases
where backporting a feature or fix to branch_10x will also involve editing
policies.
