Also fails locally sometimes.
Analysis shows that it fails during download of Anotra UI bundle. Testing
manually showed that the link
[https://nightlies.apache.org/solr/solr-reference-guide-ui-bundle/ui-bundle.zip]
sometimes was very slow, could be intermittent network issue?
Claude figured out that the default timeout seems to be only 5s, so I'll
attempt a fix that increases timeout. Will also consider retry logic.
