stream.url and stream.file have much less utility in Solr 9x then in previous
versions. Today they are both disabled by default, and difficult to enable.
This PR is to remove them.
It does NOT cover stream.body as how that is used is less clear. It appears to
maybe have some value in MLT, but not sure. Also was used for the core metrics
reload UI in Solr Admin, but that appears to have been removed as feature.
