When users upgrade from 9.x to 10.0, the system property for log dir
{{solr.log.dir}} is different, but users will have a {{log4j2.xml}} file in
{{/var/solr}} which still uses the old property, and we won't overwrite that.
To avoid surprises and need for manual edit of the volume, we should offer to
auto migrate this property in the log config file when solr 10 starts up.
