This now works for main (11.0), see

I have disabled all the docker-nightly tasks in Jenkins and configured the
Github action to run at 02.00 UTC and build, test and publish docker images for
all versions. Only 11.0-SNAPSHOT is built with multi arch right now since the
PR is not yet merged to other branches.
Will now backport to branch_10x, branch_10_0
