A bug report came in from Slack (and then the mailing list) indicating that our
10.0 RC3 had a bug where the Admin UI would fail to give auth prompts when
basic-auth was enabled, just failing outright with a 401 instead.
I'm pretty sure I introduced this bug in a fix I put out for SOLR-18054, during
the Solr 10 RC process. We added some path normalization to HttpSolrCall, but
neglected to update some special-casing that's used to serve the Admin UI files.
(Note: this bug only affects an RC and hasn't been released yet. So having a
JIRA feels a bit awkward, but I wanted it for tracking regardless.)
