I should review closer but one thing on my mind is that *some* configurations might be there for internal/build matters that don't relate to Solr's normal dependencies at all. For such configurations, common dependencies with Solr is a coincidence and we shouldn't align versions and IMO shouldn't show in the lock state either. I'm thinking dependencies in support of a build plugin... albeit I'm unsure why such dependencies would have a gradle "configuration". So maybe we don't have anything like this.
