Solr currently ships and uses an older cuVS version for GPU-accelerated vector
search. We should upgrade to cuVS 26.02 so users get the latest fixes and
improvements and stay aligned with current cuVS releases.
The change will bump {{cuvs-lucene}} and {{cuvs-java}} to 26.02 in the version
catalog and lockfile, keep exclusions so the cuvs module does not bring in its
own Lucene JARs (avoiding classloader/SPI issues), and update any docs that
mention cuVS or native lib versions to 26.02.
After the fix, Solr will use cuVS 26.02 for GPU-accelerated vector search;
users will need matching native libs (e.g. libcuvs_c) for 26.02 where they use
cuVS today.
