Jason Gerlowski resolved SOLR-17044.

There's more to be done in this general vein: correcting internal SolrJ usage 
to omit "/solr" from base URLs, etc.  But the stated goal of this ticket 
("providing cleaner ways to build v1 and v2 paths in SolrJ without string 
manipulation") has been accomplished as of 10.0.  

Closing this ticket out accordingly.
