Minor review issues resolved, added support of HTTP-based JDBC URL in Solr JDBC Driver, introduced `--solr-connection` parameter in CLI-utils (except for those designed to work directly with zookeeper). I see that `CreateTool` could be reworked to load configSets via an API instead of writing directly to Zookeeper.
