As we've come to grips with upgrading from Solr 9 to Solr 10, we've found that 
many many tools and scripts make the assumption that -c enables cloud mode.   
In Solr 10 however this is the default, which is why we removed the -c 
parameter.

This is restore this feature as a no-op function in 10.1.  It will emit a 
message, and ensure you can't do the -c and also do the user-managed flag as 
well.
