We don't need a 404 page to accomplish the goal of SOLR-15923 -- to show
something Solr-specific.
While we're at it, logging in a way that's more consistent with our other
request logs would be good, like "path=/doesNotExist status=404"
Furthermore, recent changes that will land in Solr 10.1 broke the 404 handling.
Those changes might have unblocked the simplification here as well.
