Hi all. I intend to tackle this with heavy AI assistance
h2. Phase 1: Design document in Confluence

which lays out the proposed approach for cleaning up our LICENSE/NOTICE mess
and getting compliant with policy. AI is good at structuring what we have,
Claude has already figured out what NOTICE snippets need to move where, which
are stale from deleted dependencies and what is missing.
We'll discuss with comments in confluence and comments in this JIRA, until we
agree on the approach.
h2. Phase 2: Draft PR
A draft PR will prove / demo the entire mechanism, showcase the new top-level
licenses/ folder, allow folks to validate correct LICENSE file in each dist
etc. Once all is good, set ready for review, do final reviews and merge.
