Bringing in an external code base as a sub project under the Apache Solr PMC is allowed to bypass the ASF Incubator. But the IP clearance must still be performed by the PMC by filing a filled form. See https://issues.apache.org/jira/browse/SOLR-18259 for how that was done by the Solr Orbit sub project. I believe the IP provenance should be simple in this case since there is basically one author of the code that was imported to the new solr-mcp git repo (https://github.com/adityamparikh/solr-mcp-server), and that code was Apache 2.0 licensed already.
