Drop support for {{debugQuery=true}} in lieu of {{debug=all}}.
It's barely referenced in the ref guide, and only in terms of older version of
Solr compatibility – [common query
parameters.adoc|https://solr.apache.org/guide/solr/latest/query-guide/common-query-parameters.html#debug-parameter].
Note that there are some subtle differences in debugQuery from debug=all. I
don't remember what they are but let's just drop it. We could use
DeprecationLog to alert users in 10.x.
