https://issues.apache.org/jira/browse/SOLR-18267 introduced the ability to
disable HNSW graph construction for brute-force vector search use cases with
knnAlgorithm="flat". This is currently supported for DenseVectorField and
ScalarQuantizedDenseVectorField in Solr 10.1.
This ticket covers extending support for knnAlgorithm="flat" to
BinaryQuantizedDenseVectorField.
