Forwards `max-segments` to Solr only when the workload sets it, so an unset value lets Solr apply the merge policy's `maxSegmentSizeMB` instead of force-merging to a single segment. Pairs with apache/solr-orbit-workloads#22, already merged — either change alone has no effect, because the template previously passed `1` unconditionally.
