Fixes #118 Both stages of `docker/Dockerfile` were on `python:3.14-slim` (from the Dependabot bump in #81), while `pyproject.toml` declares `requires-python = ">=3.12,<3.14"`. This pins both stages to `python:3.13-slim`, the newest interpreter the project supports. To keep this from coming back on the next monthly run, the `docker` entry in `.github/dependabot.yml` now ignores `python` versions `>=3.14`. The base image is then moved together with `requires-python` once 3.14 is tested, not by itself. I haven't run a local image build; the `docker-build` and `dockerfile-lint` workflows cover that. -- This is an automated message from the Apache Git Service.
