I have a guard on a separate branch, solr-dev-docs-no-license-headers, that fails precommit if a dev-docs file gains license text. A second branch, solr-tidy-license-headers, adds the header step for Java files to tidy. Do you want either of these 2 as PRs? Outside dev-docs, 35 export-ignored files do carry ASF headers: 25 under dev-tools/ and 10 under solr/monitoring/dev/. They are not required there, and I have not changed them.
