{{DELETEREPLICA}} by {{count}} fails when {{collection}} is an alias, even with
{{followAliases=true}}:
{noformat}
/admin/collections?action=DELETEREPLICA&collection=myAlias&shard=shard1&count=1&followAliases=true
{noformat}
returns {{Could not find collection : myAlias}}.
{{DeleteReplicaCmd.call}} routes count requests to
{{deleteReplicaBasedOnCount}} before it reads {{followAliases}}, and
{{deleteReplicaBasedOnCount}} looks up {{collection}} as given. Deleting by
replica name ({{replica=...}}) resolves the alias and works.
Expected: resolve the alias in the count path too, with or without {{shard}}.
Found while writing tests for SOLR-18589.
