Adds `dev-docs/ui/wasm-browser-tests.adoc`, which covers how the Compose wasm browser tests load resources, what the Karma resource config in ui/shared does, the Mocha timeout and the intermittent Skiko startup failure, and how to capture screenshots for PR descriptions. It also adds a `Test notes` template for PR bodies that rely on a test workaround. The doc links the Karma config to PR #5258, which adds `ui/shared/karma.config.d/compose-resources.js`. Until that PR merges, the config is not on `main`. Also links the new doc from `dev-docs/ui/testing-and-deployment.adoc` and adds an index line to AGENTS.md. Docs only.
