Closing as answered: the blocker is the pravega ZooKeeper image having no arm64 build, not the operator itself. Two ways around it on arm64 nodes — run your own ZooKeeper and pass the connection string via `zookeeperRef.connectionInfo` instead of using the provided-ZK feature, or use a ZooKeeper image that has arm64 builds. Per #851, Adobe maintain a backwards-compatible fork of the zookeeper-operator that reportedly publishes arm64 images.
