SOLR-18577: Fix dead links and stale workflow content in the contributor docs
(#5212)
Backport delta: dev-docs/changelog.adoc section 3.1 keeps branch_10x's text;
the writeChangelogPr paragraph is omitted since that Gradle task (#4536) is not
on this branch.

> The contributor-facing docs ({{CONTRIBUTING.md}}, {{README.md}}, the dev-docs
> guides, the packaging README, and the admin UI page) contain seven dead
> references:
> * The Slack sign-up address {{https://s.apache.org/solr-slack}} in four
> places; its invite service has shut down and the page answers 404.
> * {{https://solr.apache.org/solr}} in the packaging README (404).
> * A personal page cited by the contributor guide for not emailing committers
> directly (404).
> * The {{help/}} directory in this repository, which no longer exists.
> * {{https://reference.apache.org/committer/github}} in the PMC chair guide
> (redirects to a page answering 404).
> * The git.or.cz crash course in the Git guide (403).
> * The {{https://s.apache.org/Mfu2}} shortlink in the RelatednessAgg javadoc
> (target answers 400).
> The same docs also carry stale workflow statements: the changelog guide gives
> the fragment folder as {{solr/changelog/unreleased/}} when fragments live in
> {{changelog/unreleased/}} at the repository root; the JVM guide's example
> uses a JDK 14 install when the build's minimum is Java 21; the FAQ says Error
> Prone runs on Jenkins and describes Sonatype Lift as reviewing pull requests;
> two pages point at the removed {{help/}} directory for the Gradle help texts,
> which live in {{dev-docs/gradle-help/}}.
> A pull request fixing the links and the stale statements is ready to open
> against this ticket.
> _AI-generated description. Nick Shanin directed the work and takes
> responsibility for this contribution._
