what about:

PUT /configsets/{configSetName}/zip
PUT /configsets/{configSetName}/repo
```
Or, maybe you just keep `PUT /configsets/{configSetName}` and move
everything into the body? The V2 API's are experimental, so you CAN change
how we handle the zip use case...
Would distingushing on the accept type help? One takes a binary file and
the other takes json?
