Thanks for catching this. I opened #5310 to replace the Docker tests' dependency on the bundled manufacturers file with an inline document and to add full and slim runs to the Docker PR workflow. It also handles the `solr-demo` cases, which require example data. We don't have Docker on our hosts, so I haven't run `testDocker` for either distribution.
