Adds changelog management with [towncrier](https://towncrier.readthedocs.io/): one Markdown fragment per PR in `changelog.d/`, folded into `CHANGELOG.md` by `make changelog` at release time, so concurrent PRs never conflict. Each fragment ends with the author in parentheses. - `[tool.towncrier]` config in `pyproject.toml`, towncrier in the develop extra, `make changelog-draft` and `make changelog` targets - `changelog.d/README.md` with the format, types and attribution rules; short pointers from the developer guide, CONTRIBUTING.md and AGENTS.md - `.agents/skills/changelog-fragment` skill that drafts a fragment from the branch diff - Bootstrap fragments for the history since the port from OpenSearch Benchmark, PRs #3 to #152, grouped by feature where natural and attributed to the PR authors Nothing enforces fragments in CI; a Solr-style LLM-based PR check is planned separately.
