A "kill" button has been added to the UI to allow you to kill tasks. Currently
this is either enabled or disabled.
I think we should add another set of acls to control who has permission to use
this. We currently have "view acls" in the Security Manager which take affect
if you have a servlet filter that does authentication installed. We should add
another set of acls "modify acls", that control who has permission to use the
kill button.
