Audit Scala API for classification, almost all issues were related
MultilayerPerceptronClassifier.
* Fix one wrong param getter/setter method: getOptimizer -> getSolver
* Add missing setter for "solver" and "stepSize".
* Make GD solver take effect.
* Update docs and annotations.
