Description:
With the addition of new features and supporting multiple versions of yarn the
code has become cumbersome and could use some clean. We should add comments
and update to follow the new style guilines also.

The existing code is difficult to read, has too many random layers of
indirection, breaks most style guide Spark has ever introduced, and is
duplicated in many places.
We should clean it up!
