Resolution: Cannot Reproduce
Resolving this as "cannot reproduce" for now, since Jenkins seems to have
become responsive again. Feel free to re-open if it begins experiencing
issues. We have an alternative to the pull request builder plugin ready to
deploy if it breaks again.
