I have written a design doc capturing the discussion here and adding some more 
points that need to be resolved. The design doc is at

While the document is open for comments, I'd prefer to keep discussions on the 
JIRA to keep the discussion in one place. We can create sub-tasks on this issue 
for each part of it.
