Also somes notes about config properties that do not have unique prefixes at

Its seems the following options have non-unique prefixes, which means that some
typesafe conf functionality may be broken
spark.locality.wait
spark.locality.wait.node
spark.locality.wait.process
spark.locality.wait.rack
spark.speculation
spark.speculation.interval
spark.speculation.multiplier
spark.speculation.quantile
