I'm not quite sure why this asymmetry between {{readLocksByTask}} and
{{writeLocksByTask}} exists. However, the scenario that occurred here is
supposed to be impossible because the {[readLocksByTask}} entry should have
been created when {{BlockInfoManager.regsiterTask}} as called:

My hunch is that there's some other bug here which is manifesting itself
through this error.
