I don't think it is created automatically. I don't see a code path that does 
that. I also don't think it's supposed to; similar code paths in Spark and 
Hadoop don't do this.

We can reopen JIRAs if you have reason to believe those things are wrong. You 
shouldn't in general reopen something otherwise. I'd rather be clear about the 
status upfront. I'll leave it open a bit as a courtesy this time.
