Resolution: Won't Fix
As I understand, only {{sbt/sbt}} is supported for building Spark with SBT,
rather than a local {{sbt}}. Maven is the primary build, and it sets
{{MaxPermSize}} and {{PermGen}} for scalac and scalatest. I think this is
obsolete and/or already covered then?
