To get the {{NativeSystemBLAS}}, {{NativeSystemLAPACK}}, and
{{NativeSystemARPACK}} available on my system, I need to depend on
{{com.github.fommil:jniloader:1.1}} as well as
{{com.github.fommil.netlib:all:1.1.2}}. This is not documented.
